Freed-Hardeman University is committed to providing a safe and secure campus environment. The Office of Campus Safety and Security works with local law enforcement 24/7 to monitor campus traffic, suspicious activities on and around campus, and severe weather. Our staff continuously monitors on-campus activity through a collaboration of security cameras and regular patrols. Additionally, the Office of Campus Safety and Security oversees on-campus parking and is authorized to issue tickets and other penalties for non-compliance with university parking regulations.
Freed-Hardeman University is committed to providing a safe and effective learning environment for all students, faculty, and staff. To provide a mode of mass communication, we have solicited the use of Rave Mobile Safety, a communication company that specializes in campus communications. On our campus, this network is known as LionAlert. Through the LionAlert system, we have the ability to communicate with our student body, faculty, and staff quickly concerning severe weather or any other emergency situation.
All faculty, staff, and students automatically have a LionAlert account created for them, and are able to log into their Rave account to manage their notification preferences and settings. In an emergency situation, alerts outlining the situation and recommended precautionary measures are sent to all subscribers via text and email notifications.
The following regulations apply to all visitors, students, employees and others who operate motor vehicles at Freed-Hardeman University. This is the official documentation concerning traffic and parking rules and regulations and supersedes all other publications.
A. It is the responsibility of all faculty, staff, and students of Freed-Hardeman University operating a motor vehicle on campus to register for, obtain, display, and follow all regulations pertaining to a parking permit as prescribed in these regulations. This includes motorcycles, motorbikes, scooters, automobiles, and trucks. Individuals who maintain or operate a motor vehicle on the campus of Freed-Hardeman University must register their vehicle with the Office of Campus Safety and Security at the beginning of the semester or within 24 hours of being brought to campus. Parking permits must be displayed from the rear view mirror of the vehicle. No other method of displaying the permit is allowed unless you are operating a motorcycle, motorbike, or scooter.
B. Persons registering for a parking permit will receive one permit (hangtag), which must be properly displayed from the rear view mirror of the vehicle that is brought to campus. To be properly displayed, a hangtag permit must be hung from the rear view mirror with the front facing the windshield and unobstructed by other objects. During initial registration for a parking permit, information pertaining to the vehicle to be driven on campus must be provided. This information must be updated within 24 hours should a registered vehicle be replaced at any time. It is a violation of these regulations to use a hangtag permit belonging to someone else. A hangtag permit may not be transferred between individuals for any reason; doing so is a violation of these regulations subject to citation and probable revocation of parking privileges to all parties involved. Any individual to whom a hangtag permit is registered is solely responsible for any violation pertaining to any vehicle in which her/his hangtag permit is displayed, regardless of who is operating the vehicle and regardless of who owns the vehicle.
C. To register a vehicle and receive a parking permit, go to http://cartags.fhu.edu and fill out the online vehicle registration form. Once the online form is completed and saved, you must come by the Office of Campus Safety and Security to be issued your parking permit. A vehicle is considered unregistered and is subject to citation as such unless both of these outlined steps are completed. Individuals who wish to delete or edit their vehicle registration information for any reason must come by the Office of Campus Safety and Security or submit a written request via email to safetyandsecurity@fhu.bramblettgrp.com. You must state your name, the number on your vehicle permit, the reason why you need your information edited or deleted, and any updated information that needs to be included.
D. Replacement of a lost, stolen, damaged, or destroyed vehicle permit will be at the expense of the vehicle registrant for the cost of $2. Anyone whose permit is stolen while on campus must report the theft to the Office of Campus Safety and Security immediately upon discovery of the theft.
E. Temporary vehicle permits may be obtained at the Office of Campus Safety and Security for faculty, staff, and students for any vehicle that needs to be operated on campus for a temporary purpose. This includes rented or borrowed vehicles. Temporary handicapped vehicle permits can also be obtained for faculty, staff, and students that may have a temporary handicap due to injury or illness.
F. The Office of Campus Safety and Security is located in the basement of the Brown-Kopel Business Center, next to the entrance to I.T. Services. Parking permits may be obtained between the hours of 8 am and 5 pm Monday-Friday. If the office is locked and no one is there, please call 731-989-6911 for assistance.
The parking areas outlined below are intentionally specific to help keep our campus safe and organized. We kindly ask that all faculty, staff, and students follow the official Campus Parking Map and posted signage when choosing where to park. Vehicles parked outside the designated areas may receive a citation.

Please note: Some parking areas may change throughout the year due to campus renovations or updates.
A. Visitor Parking – We welcome visitors to Freed-Hardeman’s campus. Guests are invited to park in areas marked at “Visitor” or “Open” on the official Campus Parking Map.
If you plan to be on campus for most of the day, we kindly ask that you stop by Office of Campus Safety and Security or the front desk in the Gardner Center to request a temporary visitor parking permit. This helps ensure a smooth and safe experience for everyone during your visit.
B. Resident Parking (Yellow Hangtag Permit) – Full-time undergraduate students living in campus residence halls are to park in areas labeled as “Open” on the official Campus Parking Map. These designated spaces help ensure that parking remains organized and accessible for all residents.
C. Commuter Parking (Blue Hangtag Permit) – Undergraduate students who commute to campus for classes are to park in areas marked as “Open” on the official Campus Parking Map. These designated spaces help ensure convenient and organized parking for all commuters.
D. Graduate Parking (Brown Hangtag Permit) – Graduate students commuting to campus for classes are to park in areas marked as “Open” on the official Campus Parking Map. These designated areas help ensure a smooth and accessible parking experience for all members of the FHU community.
E. Faculty and Staff Parking (Silver Hangtag Permit) – Faculty and Staff are to park in areas marked as “Faculty and Staff” or “Open” on the official Campus Parking Map. These designated spaces help ensure that parking is available and convenient for all members of our campus community. Parking is allowable in the circle in front of the Gardner Center as overflow handicap parking as long as a handicap permit is displayed. Temporary handicap permits are available for temporary special circumstances by contacting the Office of Safety and Security.
F. Open Parking (Yellow Areas on Parking Map) – Open parking areas are available to all visitors, faculty, staff, and students. These shared spaces are intended to provide flexible parking options for our entire campus community.
G. Temporary Parking – Faculty and Staff may park in areas close to buildings for loading, unloading and other special circumstances as long as it is for a short duration and does not cause any obstruction and does not violate special parking restrictions (handicap, fire lanes, no parking zones).

A. Zone parking restrictions for regular fall and spring semesters, as well as fall and spring short courses, are in effect from 6:00 am to 6:00 pm Monday thru Friday. Except for prohibited parking zones, zone parking restrictions are not in effect during the Summer.
B. Special parking restrictions such as handicap spaces (blue stalls), fire lanes (red curbs and stalls), no parking (yellow curbs and stalls), and all city and state rules and regulations will be enforced 24/7.

A. All parking citations will be recorded with the vehicle registration. If a parking citation remains unpaid for more than 30 days, a wheel lock may be applied to the vehicle. Additionally, if a vehicle has three unpaid parking citations, a wheel lock may be applied immediately upon issuance of the third citation, even if the 30-day period has not yet passed.
B. If a wheel lock is applied to a vehicle, an orange sticker will be placed on the driver’s side window warning the vehicle owner/operator not to attempt to drive off. The wheel lock will not be removed unless all outstanding parking citations are paid. If the parking citations have not been paid within 72 hours of the placement of a wheel lock, the vehicle can then be towed at the owner/operator’s expense. (NOTE: If attempts to locate the vehicle owner/operator are unsuccessful after 72 hours of the placement of a wheel lock, said vehicle can be towed.)
C. In order for a towed vehicle to be retrieved from a tow service, all unpaid parking citations must be paid, and a vehicle retrieval slip must then be signed by the Director of Campus Safety and Security or his designee. Additional towing and storage fees charged by the tow service are the responsibility of the student/registered owner of the vehicle.
D. Faculty and Staff Violations – If any parking citations are remaining on a faculty or staff member’s vehicle registration at the end of each semester, the parking permit for that faculty or staff member could be revoked for the following semester until all citations are paid.
Parking citation appeals must be made at http://cartags.fhu.edu and must be submitted within seven (7) days of receiving the citation to be appealed. The citation appeal will be reviewed by the Citation Appeals Board to give a ruling. NOTE: The appeals board consists of six (6) faculty and staff members and two (2) FHU students. The vehicle owner/operator will be notified by email of the Citation Appeals Board’s decision. Once an appeal is submitted and ruled on by the Citation Appeals Board, the decision of the Appeals Board is final.
A. The speed limit for all motor vehicles on campus is 20 miles per hour unless otherwise posted.
B. Pedestrians should use the crosswalks and motorists must give the right-of-way to pedestrians crossing the street at designated crosswalks without traffic signals.
C. Unnecessary noise from radios, horns, and mufflers is strictly prohibited.
D. Parking is permitted only in parking spaces delineated by white lines unless otherwise designated by signage.
E. Persons wishing to use loading zones must not exceed 15 minutes duration and must leave the vehicle’s flashers on. Consult with the Office of Campus Safety and Security for unusual circumstances.
F. Lack of a parking space in the zone to which an individual is entitled does not justify parking illegally or parking in a zone to which one is not entitled.
G. Parking on the left side of a city street or against the flow of traffic is prohibited by the city of Henderson.
